OK, In China, there certainly are so much un-free governmental regulations that restrict peoples freedom.

However, the entity that watches you closely is merely a government. If there is no involvement of government, you could be highly free in China.

Best places to see Chinese free spirit are parks.
There, people are doing anything as they like without single hesitation; including self-Karaoke with a gigantic speakers, self-organized dance class under the trees, as well as self-toxicating Michael Jackson-like dancer, so as ojisan dancers with 3-meter-long narrow banners, and a sun-basing girl on the bench nearby the lake etc...

People are so free spirited!!

Watching them, I almost feel jealous and wonder how could they be so carefree and be themselves....

As a Japanese, I was raised with the virtue of not giving anybody any trouble.
I continuously ask myself how other people would think about my behavior?

The fear of offending others perception shapes Japanese society and restricts each individual's behaviors.
Though this could be asset of Japan, however, suffocates me sometimes.
In this regard, Chinese society is much freer.

Of course, there are unsolved question, how to balance free spirit and matured civil order.

Probably China need to tackle with her notorious ill-manners.
Japanese, on the other hands, are expected to be more tolerant to minor mal-behaviors by others, as well as a bit more carefree and honest to be ourselves.

Seems like we should learn from both ends and try to come to the center, for the better balance.
